In order to implement the spirit of Guiding Opinions of the General Office of the State Council on Promoting and Standardizing the Development of Health Care Big Data Application (Guo Ban Fa [2016] No.47), standardize and promote the integration, sharing and open application of health care big data, with the consent of the provincial government, we hereby put forward the following implementation opinions.
I. Overall Requirements and Main Objectives
(1) General requirements. Taking the protection of people’s health in the whole province as the starting point, we should strengthen the top-level design, consolidate the grassroots foundation, improve the policy system, innovate the working mechanism, establish an interconnected population health information platform at the provincial, municipal and county levels, promote the interconnection and sharing of information systems across institutions, regions and industries, realize the accurate convergence and integrated sharing of medical and health data, promote the application innovation of big data in health care, and explore the new mode and format of "internet plus Health Care" service, so as to comprehensively deepen the medical reform.
(2) Main objectives. By the end of 2017, complete the construction of health care big data standard system, introduce medical and health data management measures, and establish an information security management mechanism; Improve the construction of provincial population health information platform, and connect with the national population health information platform and the established city and county population health information platforms; Complete the transformation of the card environment for residents’ health cards in medical institutions above the second level, popularize the application of residents’ health cards, and gradually realize the sharing of health information and medical information across institutions and regions in the province. By 2020, a big data sharing platform for health care in Sichuan Province will be built to realize cross-departmental and cross-regional sharing with basic data resources, and data integration and application in medical care, medicine, medical insurance and health-related fields; Promote the construction of clinical medical data demonstration center; Basically realize that urban and rural residents have standardized electronic health records and fully functional resident health cards; The development model of health care big data application adapted to the situation in Sichuan Province was basically established, the health care big data industry system was initially formed, new formats flourished, and the people got more benefits.
Second, the main task
(1) Strengthen the construction of big data infrastructure for health care.
1. Accelerate the construction of big data standard system for health care. Establish data standard systems for medical services, public health, population and family planning, drug consumption, medical security and comprehensive management, and formulate norms and frameworks for data openness, index caliber, classification catalogue, exchange interface, access interface, data quality, collaborative sharing and security. 2. Accelerate the construction of a three-level population health information platform. Relying on the provincial e-government extranet and e-government cloud platform, we will integrate the three databases of the whole population, residents’ electronic health records and electronic medical records, and comprehensively build a three-level population health information platform for sharing at the provincial, city and county levels, and build a big data center for health care in Sichuan Province. 3. Strengthen the safety control of health care big data. To study and formulate medical and health data management methods and information security management mechanisms, clarify the scope and boundaries, responsible subjects and specific requirements of data collection, transmission, storage, use and opening, and effectively strengthen the protection of information involving national interests, public safety, business secrets and personal privacy. Establish a centralized and unified security management system and operation and maintenance system, and strengthen security protection measures such as virus prevention, vulnerability management, intrusion prevention, identity authentication, access control, information transmission and storage encryption protection. (2) Accelerate the sharing and opening up of big data in health care.
4. Build a health care big data sharing platform. Accelerate the construction and improvement of basic databases with residents’ electronic health records, electronic medical records, electronic prescriptions, etc., establish a health care big data sharing and exchange platform, standardize the data generated by accessing wearable devices, smart health electronic products, health care mobile applications, etc., and realize centralized storage and unified management of health care data. Encourage all kinds of medical and health institutions to promote the collection and storage of health care big data, strengthen application support and operation and maintenance technical support, and open up data resource sharing channels. 5. Establish a health care big data sharing mechanism. Strengthen the collection of health care data resources in the province with residents’ health electronic files, electronic medical records and full population databases as the core, and promote the sharing and opening of health care big data resources. Strengthen the integration of cross-industry health care big data, do a good job in connecting the population health information platform with the information platforms of departments (units) such as economy and informatization, education, science and technology, public security, civil affairs, human resources and social security, environmental protection, agriculture, commerce, tourism development, food and drug supervision, sports, safety supervision, statistics, meteorology, inspection and quarantine, disabled persons’ federations, insurance supervision, etc., and establish a health system that is closely coordinated and centralized across departments. Strengthen the comprehensive supervision of information such as health care services and effectively protect citizens’ personal privacy. (3) Promote the deepening application of health care big data.
6. Promote the supervision of health care big data industry. Comprehensive use of health care big data resources and new information technologies, strengthen the evaluation and monitoring of medical and health system reform, and provide decision support for comprehensive reform of public hospitals. Strengthen the accurate statistics, prediction and evaluation of important data such as residents’ health status, and release them to the society regularly. Establish a monitoring mechanism for the income composition and changing trend of medical care, drugs and consumables, strengthen the sharing of medical and health big data, carry out real-time monitoring and intelligent audit of medical services, and strengthen government supervision, social supervision and industry self-discipline. 7. Promote the application of big data in health care. Relying on the third-class first-class hospital to build a demonstration center for clinical medical data such as worry-free cerebrovascular disease, infectious disease, tumor and reproductive genetics in Sichuan. Actively carry out genetic testing business, build a big data sharing platform for genetic testing in the province, build medical big data resource libraries such as genomics and protein genomics, and build a clinical decision support system. Actively introduce domestic enterprises with advanced technology in genetic testing to participate in the construction of genetic testing centers, and promote the development of precision medical technology in the province. Construction of Sichuan Health Medical Data Application Research Center and Sichuan Traditional Chinese Medicine Data Application Research Center. Make full use of genetic testing data and the rich advantages of traditional Chinese medicine and biological resources in our province, attract relevant research institutions and enterprises at home and abroad to settle down, build a national new drug R&D and production base, and boost the development of biomedical industry in our province. 8. Promote the application of public health big data analysis. Strengthen the construction of public health information system, improve the monitoring functions of infectious diseases, chronic diseases, immunization programs, mental health and health hazard factors, strengthen the business collaboration between public health professional institutions and medical and health institutions, realize fine management of disease control, and advocate and popularize healthy lifestyles. Promote information sharing and business collaboration among medical institutions, public health institutions and port inspection and quarantine institutions, and comprehensively improve the ability of public health monitoring, evaluation and decision-making management. (4) Promote the development of health care big data industry.
9. Promote the development of health care big data related industries. Promote the deep integration of health care business and big data technology, promote home health information services, innovate business models such as online pharmacies and third-party distribution of pharmaceutical logistics, and catalyze the derivation of related industries. Build a health service industry chain, promote the integrated development of prevention, treatment, rehabilitation and health, and promote the integrated development of medical treatment, physical exercise, tourism, healthy diet, traditional Chinese medicine and other industries. 10. Promote the application of health care smart devices. Actively promote the popularization and application of technologies such as mobile internet, artificial intelligence, virtual reality, biological three-dimensional (3D) printing and medical robots in the field of population health informatization. Seize the opportunity of the integration of biotechnology and information technology, establish a prospective cohort of healthy people and patients with key diseases, and establish a multi-level precision medical knowledge base system. Using advanced technologies such as natural language processing and machine learning, research and application of predictive analysis, virtual medical health management and artificial intelligence assistance are carried out. Accelerate the transformation of research and development achievements, improve the production and manufacturing level of digital medical equipment, Internet of Things equipment, intelligent health products, functional state detection of traditional Chinese medicine and health care instruments and equipment, and promote the upgrading of health care intelligent equipment industry. (five) to carry out Internet health care services for the benefit of the people.
11 to promote the "internet plus health care" service. Internet health consultation, online appointment and triage, online consultation, mobile payment, inspection results inquiry and follow-up tracking will be carried out to facilitate people to obtain medical and health services conveniently. Accelerate the construction of "Healthy Sichuan" service cloud platform and "Bashu Express Medicine", and establish a new medical and health service model with one-click appointment for the public, accurate matching of medical resources and online and offline interaction between doctors and patients based on family doctor contract service. Promote the integration of residents’ health cards, social security cards and other applications, activate the application of residents’ electronic health records, and promote integrated health services covering the whole life cycle of prevention, treatment, rehabilitation and health management. 12. Fully popularize telemedicine services. Improve the telemedicine policy, service standard, information technology and operation system, improve the telemedicine service mechanism initiated by grass roots, responded by superiors and linked at multiple levels, and carry out consultation services such as remote single-discipline consultation, multi-level multidisciplinary consultation and imaging consultation, diagnosis services such as remote imaging, pathology, ECG and inspection, monitoring services such as remote fetal heart rate, ECG, blood pressure and blood sugar, and online outpatient services to promote high-quality medical resources. 13. Promote health care education and training. Make full use of the Internet and cloud computing technology, and rely on high-quality medical education resources in our province and at home and abroad to strengthen the construction of continuing education platform for health talents. Relying on the medical teaching resources of colleges and universities in Sichuan Province, the network database of continuing medical education in Sichuan Province was established, and the basic medical education network and online learning platform were constructed. Develop massive open online course health care training materials, explore new Internet teaching modes and methods, organize high-quality teachers to promote the open sharing and online interaction of online medical education resources, and form a network platform for clinical medical education with different systems, specialties and levels. Using the dominant disciplines, key specialties and rich experience in clinical diagnosis and treatment in tertiary hospitals, online operation teaching was carried out, preoperative guidance, intensive care guidance and first aid guidance were strengthened, and the skill level of primary medical staff was improved. Third, key projects
(1) Cloud platform for health care business. Relying on the provincial e-government cloud platform, using cloud computing, Internet of Things, big data, video networking and password technologies, and based on the provincial, city and county population health information platforms, we will build a scientific, advanced, efficient, practical, safe and reliable provincial health care business cloud platform, and promote the realization of health care data gathering on the platform, business matters handling on the platform and government decision-making relying on the platform. (two) the application integration project of residents’ health card and social security card. Accelerate the popularization of residents’ health cards, complete the transformation of the card environment for medical institutions, and gradually realize the sharing of health information and medical information across institutions, regions and health services in the province. Expand the application scope of social security card, and realize the application of social security card in the fields of instant settlement of hospitalization expenses in different provinces. Actively promote the integration of applications such as residents’ health cards, social security cards, financial IC cards and citizen service cards, promote the docking of provincial card management platforms with Sichuan financial IC cards and mobile financial basic service platforms, strengthen bank card risk management, expand application fields and space, and actively explore and support cross-industry applications. (3) Electronic medical record sharing and utilization project. Accelerate the construction of the province’s electronic medical record sharing and exchange platform, use emerging technologies to promote the electronicization and structurization of historical medical records, gather data of diagnosis and treatment programs, and promote the demonstration application of big data analysis based on electronic medical record sharing. (4) Intelligent auxiliary medical engineering. Promote the application of artificial intelligence, Internet of Things and other technologies in health care, and explore the use of advanced natural language processing, information retrieval, knowledge expression and reasoning, machine learning technology and virtual reality technology to improve the quality and efficiency of health services. (5) Big data supervision project. Relying on the established information platform for comprehensive supervision of medical institutions, medical personnel and medical behaviors in Sichuan Province, China Unicom’s information platform for comprehensive supervision of financial funds of the three medical institutions will realize medical care, medical insurance and medical information sharing and business collaboration. Construction of the province’s unified identification of medical and health personnel and medical and health institutions trusted medical digital identity, electronic real-name authentication, data access control information system, actively promote the application of electronic signatures, realize the whole process of medical service traceability and tracking, and improve supervision efficiency. (6) Big data "prevention of disease" project. Digitize the diagnosis and treatment process and results of traditional Chinese medicine, form a database of traditional Chinese medicine data, use big data technology to establish a model of "preventing diseases before they occur", and use the technical methods and health products of "preventing diseases before they occur" to guide patients to "prevent diseases before they occur, prevent changes after they occur" in sub-health conditioning, constitution identification and recuperation, seasonal health preservation and prevention of chronic diseases. Fourth, safeguard measures
(1) Strengthen organizational leadership. Establish a working pattern of party Committee and government leadership, multi-party participation, resource sharing and coordinated promotion. The Provincial Health and Family Planning Commission should strengthen the guidance on the application and development of big data in health care in the province, and formulate overall plans and related policies, standards and norms. All relevant departments (units) should cooperate closely and form a joint force to promote the implementation of key tasks. All localities should attach importance to the development of big data application in health care, do a good job in infrastructure construction, and introduce supporting measures to promote the leap-forward development of the province’s health big data information industry. (2) Increase policy support. All relevant departments (units) directly under the provincial government should formulate supporting policies in finance, taxation, price, medical insurance, science and technology, investment and innovation, and governments at all levels should introduce supporting measures to jointly implement major tasks and key projects. It is necessary to innovate the multi-input mechanism, give full play to the role of established relevant investment funds, and encourage and guide social capital and private capital to participate in the basic project, application development and operation services of health care big data. Encourage the government to cooperate with enterprises, institutions and social institutions, and explore ways to integrate government applications and social applications in the field of health care big data through government procurement and social crowdsourcing. We will vigorously publicize the general requirements, main objectives, key tasks and key projects of the application and development of big data in health care in a form that the masses love to see and hear, actively respond to social concerns and form a good social atmosphere. Actively guide medical and health institutions and social forces to participate in various forms of popular science activities, publicize and popularize the application knowledge of big data in health care, and continuously improve the people’s ability to master relevant applications and the public’s health literacy. Strengthen international academic and technical exchanges, actively serve and integrate into the "Belt and Road" construction, and promote application cooperation in health care big data, medical services and public health. (4) Strengthen the construction of talents. Relying on existing institutions, we will strengthen the service guarantee for the application and development of health care big data, and strengthen the use of health care big data in Industry-University-Research. Support big data enterprises, research institutes and universities inside and outside the province to establish R&D technology centers in Sichuan to attract high-end talents. Taking the analysis and application of health big data as the carrier, we will actively introduce and train a group of leading talents and high-end talents, and quickly build a pool of innovative talents for health care big data applications. Strengthen the special training and training of high, middle and junior talents urgently needed by the health big data industry. (5) Promote pilot demonstrations. It is necessary to gather resources from all walks of life in Industry-University-Research and other provinces, promote theoretical research, technology research and development, data sharing and application promotion of big data, and form a big data technology, industry and application ecosystem with development cooperation and coordinated development. It is necessary to select a number of regions and fields with good basic conditions, high work enthusiasm and guaranteed privacy and security to carry out the pilot application of big data in health care, sum up experience and promote it in a solid and orderly manner.
