With the arrival of spring, "Document No.1" emphasizes these five "strengths"

Spring is the first year of the year, and agriculture is the first. At the beginning of the Spring Festival, "Document No.1" arrived as scheduled with spring. This is the first Central Document No.1 issued after the 20th Party Congress, which writes a blueprint for rural revitalization and emphasizes "keep ‘ Agriculture, countryside and farmers ’ The basic dish is very important and can’t be lost, which conveys a strong signal of emphasizing agriculture and strengthening agriculture.

Document No.1 of the Central Committee has made nine arrangements for comprehensively promoting the key work of rural revitalization. The first task is to pay close attention to the stable production and supply of grain and important agricultural products. It is the experience of last year and the direction of this year that "agriculture, rural areas and farmers" are improving and taking the initiative in the overall situation. Looking back on 2022, in the face of the stormy international environment and arduous domestic reform, development and stability tasks, China’s grain production achieved "19 consecutive harvests" and "agriculture, rural areas and farmers" made solid progress, winning the initiative to effectively cope with the impact of unexpected factors. Looking forward to 2023, to turn the big goal of "keeping the national grain output above 1.3 trillion Jin" into a small goal, we must not only stabilize the area, focus on yield per unit area, and strive to increase production, but also strive to ensure that farmers can earn money from growing grain. Only by increasing production and stopping losses, and simultaneously strengthening agricultural infrastructure construction, agricultural science and technology and equipment support can we protect the rice bag, vegetable basket and oil bottle.

A strong country must first strengthen agriculture, and a strong agriculture can strengthen the country. Earlier, the Party’s Report to the 20th CPC National Congress first proposed "accelerating the construction of an agricultural power". What is the strength of an agricultural power? Document No.1 of the Central Committee gives the answer — — Strong supply guarantee, strong scientific and technological equipment, strong management system, strong industrial toughness and strong competitiveness. To achieve these five goals, the bottom line is to ensure food security and prevent large-scale poverty. On this basis, we must solidly promote key tasks such as rural development, rural construction and rural governance. It is a strategic and long-term task to strengthen agriculture and strengthen agriculture. At present, only by focusing on promoting rural revitalization in an all-round way, concentrating on human input, material allocation and financial security, and solidly promoting the "five revitalization" of rural industries, talents, culture, ecology and organization can we provide solid support for accelerating the construction of an agricultural power.

In the final analysis, promoting the high-quality development of agriculture and rural revitalization is to benefit farmers and meet their expectations for a better life. This needs to promote the overall improvement of the countryside from the outside to the inside, both in form and spirit, so that farmers can be rich in both pockets and brains. Rich "pocket" depends on promoting employment, increasing skills and carrying out reforms. Broaden the channels of increasing income and getting rich, so that hundreds of millions of peasants can get property benefits in a down-to-earth manner and share the fruits of reform, which can better stimulate their enthusiasm. Rich "brains" require equal attention to rural shaping and soul casting, and coordination between material civilization and spiritual civilization, so that the "high-priced bride price" and "big-scale operation" that everyone cares about can be effectively managed, and the customs can be truly changed, so that the countryside can be stable and peaceful, livable and suitable for business, and the happiness index can be higher and higher.

A year’s plan starts with spring. At present, from Woye in the South to the granary in the Central Plains, all localities are in full swing to carry out spring tube spring ploughing, and the vast countryside is full of spring and hope. If the nation is to be revived, the countryside will be revitalized. In the new year, we should make strenuous efforts, implement the No.1 Document of the Central Committee, and keep the basics of "agriculture, countryside and farmers", which will surely enable the broad masses of peasants to live a good life with a growing sense of gain, and make progress in building a strong agricultural country and promoting rural revitalization.

It should be reminded that citizens and tourists come here to enjoy the flowers and take photos. Apart from the fact that the rail train passes through the flowers, the scene of the train on Line 2 entering the tunnel in front of Daping Station is also very aesthetic. The wide angle of the lens can be enlarged, and the picture of Jialing River water and binjiang road can be captured.

Four-year-old boy died mysteriously after swimming for a week, so be wary of these behaviors in summer swimming.

CCTV News:With the coming of summer, swimming has become an outdoor sport choice for many people. Many people have had the experience of choking when swimming, and most of the time they can be relieved quickly by taking a rest, but they must not be careless, especially for children and some sensitive people, because there is a drowning method called secondary drowning, which is likely to occur only a few hours or even days after drowning, and once it occurs, it may be life-threatening.

The Francisco couple from Texas, USA, are immersed in grief because their four-year-old son died not long ago. The doctor’s diagnosis shows that little Francisco died of secondary drowning, which may be caused by an accidental drowning while swimming a week ago. His father said in an interview that after coming out of the swimming pool, little Francisco said that he had abdominal pains, and he was accompanied by vomiting and diarrhea for the next few days, but his symptoms were getting better, so they didn’t care. It was not until he woke up one morning that little Francisco developed symptoms of suffocation and eventually died because of ineffective rescue.

Different from common drowning asphyxia, the amount of water choked into the lungs during secondary drowning may not be enough to affect gas exchange, butIf the choking is swimming pool water containing chlorine,Edema may occur in children’s delicate lungs. If you inhale dirty water,Bacteria entering the lungs may also cause pneumonia and acute pulmonary edema. Then there are symptoms such as high fever, cough and difficulty breathing. People with bronchial sensitivity also need attention.

News attracts attention to the timely rescue of two-year-old patients

The news that little Francisco died of secondary drowning caught the attention of another father. Because his two-year-old son Gio had the same symptoms after choking in the community swimming pool not long ago, he quickly took the child to the hospital. After examination, the doctor confirmed his judgment and said that his son’s life would be in danger if he was one day late.

       What is delayed drowning?

Delayed drowning means that people do not die at the time of drowning, but die within 24 hours after drowning. The reasons are mostly secondary pulmonary edema, bronchitis or lung abscess.

       What is dry drowning?

Not all drowning people have water in their lungs, and 10%-15% drowning people have no water in their lungs. This is because in the process of drowning, the throat spasm and glottis are closed, air and water can’t enter the lungs, and the drowning person suffocates because of lack of air, which eventually leads to death.

Children swimming

Matters needing attention in children swimming

First, children should prepare lifebuoys and other equipment when swimming. Safety is the most important thing. Even older children, such as six or seven years old, should wear lifebuoys on their arms and waist to avoid choking when swimming.

Second, although you don’t have to hold the child anymore, you or the coach should always pay attention to the child’s situation within a safe distance. Children should do a warm-up activity before entering the water, splash the water in the swimming pool on their bodies, slowly adapt their skin to the temperature of the water, and never put the children into the water rashly.

Third, you should be patient. Sometimes a child may like playing in the water very much, but sometimes he may be very afraid of getting into the water. At this time, you should never force the child to get into the water until the child is ready.

       4. There should be signs of deep water area and shallow water area in the swimming pool, and it is best if there is a dividing line to distinguish them.

       5. Never find someone to look after your children temporarily, even if a lifeguard is present.

       6. Some children hate getting their faces wet. In this case, you can let your child try to put his head under the shower nozzle at home to get used to it.

Seven, generally outside the swimming pool will be posted a "warm reminder" announcement, which has the water quality situation, which is also a regular swimming pool must be publicized, so parents should be careful not to ignore the water problem.

[Night Reading] Winter has come quietly, stepping on the catlike steps.

Since November 13th, Beijing has been officially heated. For people in the north, the winter that has quietly arrived will not be so bitter. "there’s a gleam of green in an old bottle, there’s a stir of red in the quiet stove." Although everything is withered in winter, life is still interesting. Tonight, follow the words of Liang Shiqiu and Wang Zengqi, and go back to the north and south where there was no heating and air conditioning nearly a hundred years ago to see what the different scenery and taste were in winter at that time.

Winter in the north,

Is chilling cold,

The "winter defense" that started early,

And the heavy snow falling after a cold night in the north wind.

Winter in Beiping (abridged)

Liang Shiqiu

It’s so cold in Beijing in winter. Shortly after the Mid-Autumn Festival, the family was busy preparing for the winter and making "winter defense".

  Speaking of winter, I shudder.

I grew up in Beiping. It’s so cold in Beijing in winter. Shortly after the Mid-Autumn Festival, the family was busy preparing for the winter and making "winter defense". On the first day of October in the lunar calendar, a fire will be lit in one room, and briquettes, hard coal and firewood should be lit early.

Shaking coal balls is a big event. A bunch of camels carry bags of coal powder to the door, and the coal spots (note: the old name for coal workers) carry the coal powder into the door and pour it into the east yard, piling it up in a very high pile. Then, waiting for a sunny day, they came with a sieve, a rake, a shovel and two-claw hooks, with a piece of cloth on their heads and a short and thick cigarette bag inserted on the cloth around their waist.

Their skill of shaking briquettes is really unambiguous. The coal powder was spread on the ground, and a pit was made in the middle to pour water, and the loess prepared in advance was added, so the two big men stirred up. After mixing, spread the slime-like coal powder on the open space, make it into a big cake, and pat it flat and bare with a shovel, about ten feet square. At this time, they are already sweating all over, and black sweat is running down their faces. It’s time to sit down and have a rest and smoke.

After the rest, the coal powder is slightly dry and coagulated, and then it is cut horizontally and vertically with a shovel and cut into small squares, which is as clever as a chef cutting vegetables and radishes. Then he sat down, inverted a small flowerpot on the ground, put the sieve on the flowerpot, and another man shoveled the coal powder cut into squares into the sieve and began to shake it, just like shaking Yuanxiao, slowly shaking the squares into briquettes. Then spread it on the ground to dry. Shake it screen by screen and dry it screen by screen. It’s hard work, and it’s fun for children to watch.

  △ Old coal-burning stove

When the day turns pale and the rain is coming, they have to come to clean up, gather together and cover something, otherwise the coal will be washed away by the rain, and all previous efforts will be wasted. He enjoys all this, just develop a little more wine money. When it is completely dried, he will come to collect coal again, which will be complete. See you next year.

Coal balls are used for kitchen stoves and small white stoves everywhere, and even the poorest families have to reserve them in advance. People who have "foreign stoves" of course have to reserve large pieces of red coal and white coal, which must be smashed before they can be used, and it also takes some labor. Friends from the south are surprised to see that every household in Beiping is busy with "winter defense". He doesn’t know the severity of winter in Beiping.

The north wind was cold all night, and the heavy snow fell one after another. The scenery was worth seeing.

The north wind was cold all night, and the heavy snow fell one after another. The scenery was worth seeing. However, there are a few people who can enjoy the happiness of singing snow as calmly as Ms. Xie Daowen. All the people were cowered by the north wind that hurt people’s skin, and they were busy doing their own things.

Isn’t the winter scenery in Beiping beautiful? That’s not true. Early in the morning, crows often fall on the branches at the top of the elm tree, croaking incessantly. What an ancient picture of Western jackdaw! There seem to be quite a few magpies in Beiping, chirping on the ridge of the eaves, but their upturned tails are very beautiful. Some people say that they come to give good news, and I don’t know where the joy comes from. There are many sparrows, but they put up their feathers like hemp fiber and scampered on the ground for food, looking miserable. I don’t know who stood the pigeons, but a group of pigeons rowed past, circling and circling, white against the blue sky, and whistles suddenly sounded. I don’t know which one is flying kites, sand geese, butterflies, dragons and fish, and gongs and drums are still on the bow. In the middle of winter, it is also dotted with some interests.

Beiping is cold, in fact, it is colder than Beiping.

In Beiping, there are many frivolous people, but most people wear bulky cotton gowns, trousers, cotton-padded jackets, cotton gowns, cotton vests, cotton trousers, cotton hoods, cotton wool nests and cotton gloves in winter. The exception is those who wear silk cotton. To those who pull foreign rickshaws, carry water, dig out dung, exchange foreign matches for lanterns (note: also called matches), change fertilizer (note: the black core of Gleditsia sinensis, which is equivalent to sending oil), and play drums (note: people who walk the streets and play drums to buy all kinds of second-hand goods from residents) … … Which one is not wearing thin clothes and shivering in the cold wind?

△ North of Ergun City, Inner Mongolia, Linjiang Snow Scene, a border village close to the Ergun River, the border river between China and Russia Source: vision china

Beiping is cold, in fact, it is colder than Beiping. I spent two winters in Shenyang. The double-layer glass window of the house is condensed with ice and snow on the outer layer. If a small hole is opened on the inner layer, cold air will come. There was a layer of ice and snow on the road, and another layer of ice and snow. I once went to a dinner party and fell down twice on the way. Everyone thought it was a common thing. But it’s not easy to break your leg and wear more clothes. An old friend came to see me, but he didn’t know each other, because his eyebrows and beard were all frosted! There is not a woman walking in the street. On the street lamp wire, there is a row of birds like birds, silent and staring blankly, so cold that they don’t even have the strength to scream. Farther north, such as Heilongjiang, it must be much colder. Beiping is not the coldest in comparison.

Winter is really terrible. The poet said, "If winter comes, can spring be far behind?" I hope so.

  "Cat Winter" in Old Beijing

It gets dark very early in winter in Beijing, and old Beijingers have the habit of "cat winter". After dinner, the family chatted around the stove, and from the depths of the alley came the cries of vendors selling various items.

"Stinky tofu — — Sauced tofu, stinky tofu in Wang Zhihe. " Vendors usually carry a burden, and later they also push a bicycle. There are stinky tofu, soy bean curd and bad bean curd in several earthen jars.

"Radish — — Sally, spicy — — Tube change. " This is a radish that sells "beauty in the heart". The radish in Beijing is sweet, crisp and delicious, and it is the "fruit" of old Beijingers in autumn and winter.

"Spiced rotten broad beans — — Hot. " Vendors selling rotten broad beans bear the burden of a small coal stove in winter. The coal stove is very small, and only a dozen briquettes or a few pieces of charcoal can be put in it, in order to keep the temperature of the broad beans in the steamer.

"Gourd — — Rock sugar. " There has been little change in Sugar-Coated Berry for hundreds of years, but the unique hawking and selling methods of old Beijingers are rare in other places. Vendors shake a bamboo stick while shouting, and people who buy candied haws have to draw lots after paying a dime. Unlucky people can only take a small gourd with five or six fruits, and lucky people can draw one that is more than a foot long or stuffed with bean paste, which brings a lot of fun.

Winter in the south,

Is a bed covered with straw,

A copper furnace that can’t be released,

With exquisite seasonal delicacies.

Winter (with deletion)

Wang Zengqi

When you are in bed, you look tight and comfortable, as if you have an extra layer of protection in your life. Covered with straw, it is steaming and warm, which makes people feel happy.

It’s cold, and there are curtains in the hall (note: curtains are floor-to-ceiling windows, door leaves or similar barriers with latticed eyes in the upper part). Juzi, which was unloaded in the spring, has been placed in the compartment. Now, I’ve moved it out, scrubbed it clean, and replaced it with new pink paper and snow-white paper. When you are in bed, you look tight and comfortable, as if you have an extra layer of protection in your life. The family is sitting around, and the lights are amiable.

The bed was torn down and covered with straw. When washing the curtains, you should choose a fine day in Enigmatic and dry it that day. Xia Bu’s curtains are hanging in the yard, and summer is far away. Straw is packed in a cloth cover, coarse and as big as a bed. Covered with straw, it is warm and fragrant, which makes people feel happy.

Winter in the south is worse than in the north, and there is no fire in the house. General heating, just copper stove, foot stove and hand stove.

But it’s still cold. Winter in the south is worse than in the north, and there is no fire in the house. Take off your cotton-padded clothes at night and get into the cold bed; Get up early and put on cold cotton-padded jacket and trousers. It’s really cold.

After the winter vacation, you can sleep late. The cotton-padded clothes have been dried on the stove, so it is not very difficult to get up. In particular, cotton shoes are so hot that they are really comfortable to wear. There are few people who have iron stoves burning coal there. General heating, just copper stove, foot stove and hand stove.

The footstool is made of brass and has a perforated cover. What is burned inside is coarse bran. Filled with coarse chaff, shovel a few shovels of red ash from the unfinished Luchai fire (where we burn reeds, it is called "Luchai") and cover it. Coarse chaff led, take a puff of smoke, and soon, when the smoke is gone, you can cover the furnace cover. The coarse chaff can be burned slowly for a long time. Old ladies can’t live without it. I have nothing to do, playing cards, and every old lady has a foot stove at her feet. The coarse chaff in the footstool is too solid, the air is not enough, and the firepower is getting weaker. So we should dig twice along the hearth with a "poker" to loosen the coarse chaff, and the fire will flourish. The foot stove warms people. If your feet are not cold, your whole body is not cold. The smell of burnt bran is also very good. Imitating Japanese haiku, you can make a poem: "In winter, the smell of chaff is burnt in the foot stove."

Hand stoves are smaller than foot stoves, mostly made of white copper, and the exquisite ones are silver. The furnace cover is not a round hole, but mostly a hollow pine, bamboo and plum blossom pattern. Handstoves are very small, with charcoal sticks in the middle (block fuel made of charcoal powder, mostly cylindrical). Note: sound j:), led by paper media. A charcoal can last a day.

In winter, there are black vegetables and frozen tofu. Fenzi, the Spring Festival is coming soon.

In winter, there are black vegetables and frozen tofu. Black vegetables fall flat on the ground, which is called "bitter vegetables" in the south of the Yangtze River. This dish tastes slightly bitter. My grandmother opened a small plot in the back garden and planted black vegetables. After frost, the edges of the leaves were purple, and the taste was bitter and sweet. Black vegetables and "crab oil" are cooked together, and the taste is difficult to compare. "Crab oil" is made by boiling and removing meat from big crabs and adding lard. It is put in a bowl in the sea and solidified into crab jelly, which can be eaten for a winter without being bad for a long time.

After tofu is frozen, I don’t know why it is honeycomb. Melt, cut into small pieces and cook with fresh meat, bacon, beef, dried rice or pickles. Chillies and green garlic should be put in frozen tofu.

There used to be no Chinese cabbage in the north, only "green vegetables". Chinese cabbage is shipped from Shandong, euphemistically called "yellow sprouts", which is very expensive. "Green vegetables" are as big as rape and two feet high. They are eaten by every family all year round. Pickled vegetables are pickled with green vegetables. It snows on cloudy days and drinks pickles soup.

△ Tangtuan made of glutinous rice flour Source: vision china

Flour powder. There is a neighbor who has a cymbal (note: sound duì, a rice-pounding instrument made of wood and stone). This bicycle is usually not used by many people, and it is only borrowed by 10 or 20 nearby houses in winter. The house is very small, except for a raft, there are only some sieves and reeds. It’s fun to step on the pheasant. When you step on it with your foot, it squeaks and twists, and the pheasant mouth rises, and with a bang, it falls into the cockroach nest. When the rice flour is ready, you can steam the rice flour, make "Nian Shao Bing" (glutinous rice flour as the pedicle, wrapped with bean paste and white sugar, and cooked in the pot), and rub the dumplings (that is, dumplings). Fenzi, the Spring Festival is coming soon.

From the distribution of media platforms, short video has become the main communication platform, accounting for 69.63%, among which there are a large number of users sharing Harbin tourism-related matters in Tik Tok and Aauto Quicker. Secondly, news platforms accounted for 16.63%, and mainstream media and self-media reported and discussed the phenomena related to Harbin tourism fever. Weibo platform accounts for 8.36%, and topics such as "Small potatoes from the south brave Harbin", "Frozen pears in Northeast China begin to set the table when southerners come" and "Everything good in Harbin is dug out" have attracted more attention. There is a small amount of information distribution on platforms such as APP, WeChat and forums.

Second, the analysis of the reasons for the popularity

1. Beijing Winter Olympics ignites the enthusiasm of the masses for ice and snow sports.

The successful hosting of the Beijing Winter Olympics has greatly promoted people’s love for ice and snow sports. Thanks to the charm of all kinds of ice and snow sports in the Winter Olympics, skiing, curling and other ice and snow sports are no longer limited to northern cities, and ice and snow sports and ice and snow culture have also been enthusiastically sought after by young people in the south. The atmosphere of ice and snow sports in Harbin, the "Ice City", is extremely hot. It has not only hosted many winter sports games with world influence, but also has the largest outdoor ice rink in Asia and other excellent sports environment, and its tourism resources and service quality are guaranteed by word of mouth. According to relevant data, Harbin Ice and Snow World not only ranked first in ice and snow attractions during the New Year holiday, but also ranked among the top three national hot spots on the first day of the holiday. The winter of 2023 is the first complete ice and snow season in the post-Winter Olympics era, and the charm of ice and snow sports is fully displayed in Harbin.

2. Northeast characteristic culture is closely combined with high-quality tourism resources.

Harbin, as a typical city in Northeast China, on the one hand, has a prominent culture in Northeast China. After winter, the theme of ice sculpture, world of ice and snow is distinctive, which is attractive to people who have lived in the south for a long time. Its unique entertainment culture in Northeast China, such as bathing culture integrating bathing and rubbing, restaurant buffet, games and steaming sauna, and catering culture focusing on northeast specialties, has also become another important project that must be experienced to attract southern people to travel to Harbin. On the other hand, Harbin is also a famous cultural city with a long history, rich in tourism resources, and its buildings are a combination of Chinese and western, such as the famous Hagia Sophia Church, Nikolai Church, Russian wooden house and other buildings with rich historical background. To sum up, the northeast characteristic culture is closely combined with the local high-quality tourism resources in Harbin, and together they build the basic framework for the popularity of winter tourism in Harbin.

3. Outstanding humanistic feelings

In this round of Harbin tourism boom, in addition to the effective supervision of government departments, the enthusiasm and all-round service of local people have become an important reason for Harbin tourism to continue to be hot. The openness and enthusiasm of Harbin people are highly praised by public opinion. Considering foreign tourists, Harbin has set up a series of warm measures, such as "setting frozen pears", "free car transfer" and "tourist warm station" In addition, the sincere and enthusiastic "New Year thank-you letter to tourists and friends at home and abroad" issued by the local government also received unanimous praise from netizens. The above matters reflect the harmonious atmosphere of Harbin city and build a civilized and friendly city image.

4. Diversified publicity

The popularity of Harbin tourism network is closely related to diversified and three-dimensional publicity work. Judging from the feedback from public opinion, there are mainly the following aspects: First, the subject of publicity is diversified. In this publicity, local official departments, local residents and foreign tourists participated in the communication. The official department mainly publicizes local cultural tourism activities, market supervision and other fields, and at the same time releases the latest official information in the public opinion field in time, so that tourists can receive the information at the first time. Local residents mainly publicize local cultural tourism resources, showing the friendly atmosphere of local hospitality. At the same time, he ridiculed "different treatment" and showed Harbin’s hospitality with humorous expressions. Foreign tourists are more likely to share their experiences and punch cards in Harbin, and provide all kinds of experience stickers for other tourists who want to play, helping Harbin tourism-related information to become popular in the network. Second, the publicity platform is diversified. The popularity of Harbin tourism has been greatly boosted by the publicity of several key websites and platforms such as Tik Tok, Weibo and Xiaohongshu. In the above platform, hot words such as "Erbin" and "Little Potato" have been formed, and hot stalks have been constantly circulating, attracting more traffic and exposure for Harbin tourism. Third, the content of publicity is diversified. This publicity is not limited to the promotion of local tourist attractions, but also the humanistic care and service guarantee of local cities in Harbin has become the focus of public opinion. At the same time, the urban history of Harbin and the cultural differences between the north and the south have also been hotly discussed. The above measures have opened a window for the continuous spread of the popularity of "Harbin Tourism".

5. Handle negative public opinion properly and respond positively to tourists’ demands.

Judging from the relevant media reports, the popularity of Harbin tourism originated from the "Ice and Snow World" refund storm on December 18th. The local cultural tourism department intervened in the disposal for the first time, and the leaders of the Cultural Tourism Bureau rushed to the scene of the Ice and Snow World for supervision at the first time, and confirmed that they would actively refund the tickets to the tourists on the first day of opening the park. At the same time, the snow and ice world scenic spot in the center of the storm also issued an open letter to apologize to the tourists and put forward specific rectification measures. Just as the Zibo Cultural Tourism Bureau released a letter to tourists and friends after the Zibo barbecue became popular in the early stage, the relevant government departments later released a letter to the people of the whole city, which raised the city’s "temperature" in a kind and simple language, called on citizens to take action, and also brought tourists a "warm winter" experience. Boosting the enthusiasm and hospitality of Harbin and its people, the reliable image of the government has also been continuously improved in the process of communication. In addition, local government departments also actively responded to tourists’ needs and improved tourism supporting facilities. In addition to the subway, the world of ice and snow to Sun Island ferry tickets free, but also vigorously rectify the local taxi violations, the phenomenon of arbitrary price increases in popular scenic spots, from quick to severe punishment of passenger smuggling behavior, to a great extent, to curb the negative impact of major public opinion on the development of Harbin cultural tourism.

Third, experience and enlightenment

1, learn from excellent experience, tap their outstanding advantages.

From the Zibo barbecue to the "Ice and Snow World" refund storm to Harbin tourism, we can see that the local tourism culture has always been the driving force to support the sustainable development of local cultural tourism. On the one hand, relevant departments can focus on local excellent traditional culture, dig deep into local characteristic cultural industries, including food, and grasp outstanding advantages; Grasp the "pulse" of mainstream culture and the direction of publicity, and create an industrial cultural brand with unique local characteristics. On the other hand, we can learn from the rich experience of online celebrity, which has become a popular tourist city in the early stage, and we should pay attention to learning from the excellent government propaganda experience of other regions. For some publicity notices concerning the interests of the masses, we should avoid "red tape" and "fooling literature", pay attention to the coexistence of warmth and humanization, and be closer to people’s lives.

2. Improve the construction of basic supporting service facilities and do a good job in highlighting risk management.

As the foundation of tourism culture, whether the supporting facilities and services related to tourism in cities and scenic spots are in place directly determines the first impression of tourists. On the basis of the original mechanism, the relevant government departments continue to strengthen the supervision of the consumer market, especially the cultural tourism industry, and strengthen the handling of illegal acts; On the other hand, we should also ensure the continuous optimization of the corresponding supporting services at the grassroots level. At the same time, we can improve the shortcomings in grassroots work, and if necessary, we can issue questionnaires to solicit opinions from citizens or tourists. In addition, it should also be noted that once the city is "popular" and blessed by "flow", the flaws or problems in local subtleties will be infinitely magnified by public opinion, and negative public opinion will have a negative impact on the credibility of local government departments and the image of the city. Therefore, the relevant cities should actively learn from the excellent handling experience of other cities in the face of sudden public opinion and traffic concern, and express the greatest respect for tourists and citizens with a correct attitude and positive publicity.

3, urge the "flow" to "reserve" and attach importance to the long-term governance of local industries.

The traffic caused by short-term explosion of an industry is difficult to play a fundamental role in the long-term development of the overall urban economy. In order to ensure the smooth transformation of the local short-term high-exposure and high-traffic cultural tourism industry, it is necessary for multiple departments to work together to integrate the short-term traffic into other local fields and support the long-term development of the local economy. On the one hand, we can take the short-term explosion of the industry as an opportunity to spread the dividends it brings to the surrounding industries it extends. At the same time, we can use this business card to seek urban development and transformation, expand the new "track" of urban economic development, actively introduce new energy, technology, Internet and other emerging industries to settle in, and multi-industry integration will promote the long-term development of the local economy; On the other hand, we will vigorously improve the local business environment, put preferential policies into practice, and attract more enterprises to invest. In addition, we need to pay attention to talent introduction, innovation and mechanism improvement, and carry out a series of support measures such as training and financing services for college graduates and young talents who come to start businesses, so that talents can come and stay.

Opening words:

New Year’s Eve is a day of family reunion. Behind the lights, there are always some people who choose to stick to their posts and contribute their strength to others’ Spring Festival.

When they are homesick, they can only "reunite" with their families online, make a phone call, make a video, report their peace to their families and send them lovesickness.

On this New Year’s Eve, upstream journalists visited ordinary people from different positions and recorded their online New Year’s Eve.

Thank them for their dedication, responsibility and responsibility.

Pay tribute to everyone who has spent New Year’s Eve online.

▲ At Jiangbei International Airport, Xiong Mengxiang, the ground flight attendant of Chongqing Airlines, is checking in passengers.

Xiong Mengxiang, a 32-year-old ground crew member of Chongqing Airlines, has only been back to his hometown in Hubei twice for New Year’s Eve since he worked for 10 years. This year’s Spring Festival, she still sticks to her post to ensure that thousands of tourists go home for reunion.

Video call with family during lunch time

"Mom, is the dinner ready for the New Year’s Eve?" On January 31st, New Year’s Eve, the day of family reunion, Xiong Mengxiang made a video call to his mother during the short lunch time.

"What do you eat today? Dad cooked a lot of delicious dishes, but it’s a pity that you can’t come back. " Mother’s words are full of regret and concern.

"You eat more, eat my share, I’m all right here, eat well, don’t worry …" Xiong Mengxiang in the video always keeps smiling. A few minutes later, after hanging up the phone, she quietly turned her head and gently wiped her tears. Immediately, she began to tidy up her appearance, then put on a smile again and returned to her post to continue her work.

▲ Xiong Mengxiang wears protective equipment and is ready to work.

"Hello, madam, do you have any luggage to check?" Xiong Mengxiang, who returned to his post, smiled and served every passenger who came to check in.

Work for 10 years, only go home on New Year’s Eve and spend the New Year’s Eve twice.

Xiong Mengxiang has been doing this job for 10 years. Because of the particularity of her job, on New Year’s Eve in the past 10 years, she stuck to her job for eight years and only went back to her hometown in Hubei twice. On New Year’s Eve this year, Xiong Mengxiang is still on duty.

Xiong Mengxiang’s current job is a 24-hour shift system, starting at 9 am and getting off work at 9 am the next day. The main job is to handle check-in, ticket sales, change of visa, inquiry and other services for passengers. In the morning, they have to greet the passengers on the first flight, and in the evening, they have to send the passengers on the last flight away before they can get off work.

▲ Xiong Mengxiang handles check-in procedures for passengers.

Check-in, communication and coordination, formalities … These actions are repeated hundreds of times every day. After the COVID-19 epidemic, they also need to check the "double code" and nucleic acid certificate, which makes her work more complicated.

During her stay in Spring Festival travel rush, she received an average of more than 200 passengers every day, and the reception volume may double during the peak period. In the face of passengers’ inquiries, they always smile and serve, and do every detail well. At the check-in counter, they should check in a passenger within 3 minutes, and at the sales counter, they are required to issue tickets within 1 minute and change their tickets within 5 minutes. Standing for a long time caused varicose veins in her calf.

"Although I will be absent from the family reunion dinner this year, I am very pleased to be able to guarantee thousands of tourists to go home for reunion." Xiong Mengxiang said.

Being ridiculed by the southern urban agglomeration, there is no nightlife. Beijing night economy: I am too difficult.

Night Economy in Beijing: Counter-attack of First-tier Cities
China News Weekly reporter/Yang Zhijie
September 16, 2019 China Newsweek, No.916.
23:20, it’s late at night. The city quieted down in the dark, like a tired lion, and temporarily converged sharply.
The night bus No.27 starts from Wuyi Garden Station on the East Sixth Ring Road in Beijing on time, all the way to the west, and the destination is Guomao on the East Third Ring Road. A group of special passengers got on the bus. They all hung work tags and each carried a folding scooter. Many people are frequent visitors and know each other well. This is a famous "special drive line" in Beijing, and the night bus to the city center at night is the beginning of their hope every day.
There are 36 night shift lines in Beijing, which start at 23: 20 and close at 4:50 in the morning, with an average daily departure of 792 times, carrying more than 10,000 urban night returnees every day. According to the China Smart Travel Big Data Report released by Didi, Beijing is one of the cities with the worst overtime in China, and the proportion of white-collar workers leaving work before 19: 00 is less than 40%. At the headquarters of the Internet company in Houchang Village, the lights are always on until after midnight, and the boss who lives with the rhythm of 996 and the "overtime dog" keep Beijing awake at night.
Beijing, which never sleeps in the middle of the night, cannot be directly equated with the prosperous night economy. Day and night are the AB side of the city. The A side of Beijing is an orderly international metropolis in high-speed operation, and it is a place of dreams and ambitions supported by more than 21 million people. Beijing, on the other hand, has always been ridiculed by the southern urban agglomeration as "no nightlife", because the night economy does not mean overtime at night, and it is not a simple continuation of the daytime economy.
The lack of presence in the night economy does not match Beijing’s economic strength. The data shows that in 2018, Beijing’s per capita GDP reached 21,200 US dollars, which is at the level of developed countries, ranking first in the country. Internationally, the prosperity of "night economy" is an important symbol of a city’s economic openness and activity. Therefore, at the two sessions in Beijing this year, the prosperous night economy was written into the government work report. On July 12th, Beijing Municipal Bureau of Commerce launched "13 Articles on Night Economy".
Beijing is trying to make up the lesson of "night economy".
There is no nightlife in Beijing?
Jia Jingnan lives in Haidian District, Beijing, where there are many colleges and universities, a strong educational atmosphere and many Internet companies, most of which are "code farmers" living the "996" rhythm.
"We Haidian people don’t pay attention to nightlife." At the age of 29, there is no business atmosphere in Haidian District. The nearest to his home is Wukesong, and now the Huaxi LIVE commercial district has been built, which is the most prominent night economic hot spot in western Beijing. But three years ago, there were only Wukesong Stadium and outdoor basketball court, and it was not popular at night.
Jia Jingnan’s main nightlife is in Chaoyang District and Dongcheng District. "Haidian boy’s nightlife is that he doesn’t have a girlfriend to play in Wukesong, but he has a girlfriend to go shopping in the east." In his impression, Nancheng has no sense of existence. He will drive to niujie with his family and friends at night to eat hotpot, but he will go home early after eating. In his view, Nancheng belongs to old Beijing, and the residents are older as a whole. There are no large office buildings and enterprises around, and it is "deserted after 10 pm".
For most Beijingers, nightlife is dispensable. Southerners in the circle of friends are always "poisoning in the middle of the night": Guangzhou people go out at 12 o’clock in the evening to meet for supper, Changsha people are partying at Jiefang West Road at 2 o’clock in the middle of the night, and Chengdu people are still waiting in line at the hot pot restaurant at 3 o’clock in the morning.
By southern standards, there is no nightlife in Beijing. Many big data can support this impression. According to the hungry 2017 take-away supper order quantity ranking, Beijing supper order quantity only ranks sixth. According to Didi Chuxing’s 2017 Urban Traffic Travel Report, among the top ten business districts with the richest nightlife index in China, Beijing’s Houhai and Sanlitun are only ranked 8 th and 9 th.
In fact, there is no shortage of landmark night economic areas in Beijing. Workers’ sports, Sanlitun, Houhai and Guijie have propped up half of Beijing’s night economy. Sanlitun business circle is the weather vane of nightlife in Beijing at present. In this small area of 2.2 square kilometers of East Third Ring Road, there are more than 57,000 permanent residents, a considerable number of whom are foreigners.
Sanlitun has become an economic highland at night, which is closely related to the strong international atmosphere around it. Near Sanlitun, there are 93 embassies in China, 15 United Nations agencies in China, and China headquarters of many multinational companies. In 1995, the first bar opened in Sanlitun, originally serving foreigners around, but imported products quickly took root and became the most fashionable lifestyle of young people in Beijing at night. At the peak, more than 200 bars gathered around Sanlitun.
As the location of Beijing CBD, Chaoyang District, where Sanlitun is located, is also the most active area in Beijing at night. The staff of Chaoyang District Bureau of Commerce told China Newsweek that the night economy in Chaoyang District shows a multi-point flowering distribution, and Sanlitun, Hujialou, Chaoyangmen, Jianguomen, Shuangjing and Jinsong are the most active areas in the city. The data shows that in 2018, Chaoyang District accounted for 33.1% of online consumption at night in Beijing. Beijing Unicom’s mobile phone signaling data (telecom terminology) shows that after 22 pm, the active population in Chaoyang District accounts for 1/5 of the city, which is more active than other areas in Beijing.
The nightlife of "Chaoyang people" is rich, but it can’t cover up the overall lack of night economy in Beijing. There are some bright spots locally, but the whole is not active, which is also a common problem in northern cities.
Night-to-store consumption shows an obvious trend of "strong in the south and weak in the north", which is the conclusion drawn in the "Night Economy" Report released by Alibaba in July. Among the 10 cities with the most active night consumption in China, the southern cities account for 9 seats, and the northern cities are only listed in Beijing. In the "nightlife index" published by the New First-tier Cities Research Institute, eight of the top 20 nightlife indexes are cities south of the Yangtze River, Beijing ranks fourth, and the top three are Shenzhen, Shanghai and Guangzhou.
Zhang Bairui, deputy director of the Institute of Urban Studies, Beijing Academy of Social Sciences, once noticed a detail. In many southern cities, no matter the size of the restaurant store or what time it is at night, few waiters take the initiative to remind them to close, and this scene is very common in Beijing. "Affected by natural conditions, the night economy in the south is more developed than that in the north, and the service consciousness is stronger." He told China Newsweek.
Climate is not the only reason that restricts Beijing’s economy at night. The inconvenient transportation at night is also an important factor. In the urban nightlife index released by the New First-tier Cities Research Institute, almost all the top ten cities in the night bus coverage are southern cities, especially Guangdong and Hainan. Beijing ranks out of the top 20, and its night bus coverage rate is only 17.8%. For many white-collar workers who have dinner at night, they must pinch the time like Cinderella, and make the happiness of the party come to an abrupt end before the end of the last bus.
But this year, this situation has changed a lot. In order to stimulate the night economy, the Beijing Municipal Transportation Commission announced that the operation hours of Metro Lines 1 and 2 will be extended from May to October every year on Fridays and Saturdays, so as to provide convenience for consumers to go to the night consumption places in Beijing along Chang ‘an Avenue and around the Second Ring Road. At the same time, many other subway lines also extended their business hours over the weekend.
"In fact, Beijing has a large enough demand for night consumption." Zhang Bairui believes that for a world-class city like Beijing, the development of night economy has the effect of "getting more at once": it is not only an important way to promote consumption upgrading, but also a necessary condition for developing high-quality life and an important symbol of Beijing’s urban vitality. "In some international metropolises, the prosperity of night economy also represents the vitality of the city to a certain extent."
Make up "Midnight Food Store"
Guijie is a microcosm of Beijing’s night economy.
Guijie, where Hu Da Restaurant is located, is the most landmark midnight snack street in Beijing. On both sides of the street with a total length of more than 1400 meters, there are more than 250 merchants, of which more than 90 are crayfish shops. Hu Da Restaurant has four branches in this street, which can sell 8,000 Jin of crayfish every day. Fang Xuhu, assistant general manager of Hu Da Restaurant, told China Newsweek that at the gate of the main store, people began to line up at 11 am every day, and the waiting time continued until 2 am. There are also some customers who will eat until six or seven in the morning, wake up completely from the drunkenness of the night before, get up and walk into a new day.
Although midnight snack in Guijie Street has been popular for more than 20 years, Beijing, like other parts of the country, is planning to build more "Midnight Food Store" on how to better take care of people’s restless stomachs in the middle of the night.
In the context of the slowdown of national economic growth, various places have begun to tap the potential of night economy. How to eat well is the most important thing in all the ways to promote the night economy, because catering is one of the most important categories in the night economy. On July 12th, Beijing Municipal Bureau of Commerce launched "13 items of night economy", in which it specifically mentioned that 10 food and beverage blocks with Midnight Food Store characteristics were launched. The Beijing Municipal Bureau of Commerce also provided real money to provide financial support to Midnight Food Store.
Yang Wenxin took over as the general manager of Beijing Zhongjun World City (hereinafter referred to as "World City") last year. World City is a commercial complex in Chaoyang CBD area. At that time, a big problem faced by Yang Wenxin was that the World City was located in a narrow block on the north side of World Trade Center day order, facing the popular Qiaofufang Grassland in the northwest. The project was very small, and it has been running for 10 years, and it has been tepid and lacked a sense of existence in the eyes of consumers.
He led the team to conduct market research, asked about the needs of consumers and businesses, and smelled the potential of night consumption in Beijing. The heat map provided by Didi to the World City shows that the area around the World City has the largest number of orders among the areas where the special orange car is played at night in Beijing. Yang Wenxin’s analysis of China Newsweek shows that the main customer base of World City is middle and high-end users, who have consumption power and demand, so he decided to play differentiated competition in business format and time.
Yang Wenxin’s team began to transform the world city block, transforming the former retail and lifestyle boutiques into catering shops, and introducing some catering brands and online celebrity stores. In his view, the consumption in the big environment is relatively bad, and everyone can’t make higher-level consumption. The World City pays more attention to doing some "lipstick effect" industries, such as eating a meal and watching a movie. In addition to introducing stores with their own traffic, World City started late-night operation in July, and many stores have posted the words "Midnight Food Store", and the business hours have been extended to 2 am, of which Haidilao is open 24 hours a day.
Jassamyn Liu, the manager of a yogurt house in the World City, remembers that after zero, the number of consumers decreased obviously. But from time to time, tipsy customers from the opposite bar turn in and order a cup of yogurt to relieve the hangover. What impressed her the most was that the store closed immediately, and a foreigner couldn’t find other restaurants nearby. He sat in the yogurt house for more than 3 o’clock in the morning and buried himself in three bowls of yogurt. In Jassamyn Liu’s view, even in the middle of the night, people still have a demand for food and beverage.
In just one month, "Midnight Food Store" gave a beautiful report card. According to the data provided by the Chaoyang District Bureau of Commerce, World City is the only high-end dining block in the CBD of Chaoyang District that is open late at night. From 22: 00 pm in June to 2: 00 am the next day, the daily average passenger flow of stores in World City increased by more than 40 times, reaching nearly 10,000 person-times.
However, the extension of business hours will inevitably bring about an increase in costs. Yang Wenxin introduced that the opening of the World City project in Midnight Food Store will increase the cost by about 1.2 million yuan per month. In the view of Fang Xuhu, assistant general manager of Hu Da Restaurant, the head office is open 24 hours a day, and the staff cost will definitely increase, but they are more concerned about creating an atmosphere of night economy and gathering popularity for Guijie.
24-hour business also poses more challenges to the operation and management of the store. Every night, there are more than 50 waiters in the front hall of Hu Da Head Office shuttling between the private rooms and the lobby, and more than 50 chefs in the back kitchen stir-fry all the time. Cao Wenli, the manager of the head office, is concentrating on checking every process of the hotel. After two o’clock in the morning, the long queue ended, but the hall was still full of customers. People’s rhythm slowed down, but the manager Cao didn’t dare to relax.
During this time, people are most likely to drink and make trouble. "Now we are drinking late at night, and the cups touch together, all of which are the sound of broken dreams." The poet Kitajima wrote in A Visitor from Poland. And waiters in Hu Da must always be alert, most afraid of hearing the sound of broken cups.
Night economy night market
Apart from catering, bars and nightclubs, the traditional places of nightlife, are not encouraged.
In the researchers’ view, this time, the government tried to create an "upgraded version" of the night economy in the past, and some people said it was version 2.0 of the night economy, which was different from version 1.0 spontaneously formed by the market in the past. The 1.0 version of the night economy is dominated by night markets and bars, but it has gradually shrunk in recent years under the influence of various factors.
The night market has always been a missing link in Beijing’s night economy. The civilian open-air night market has been banned, and even the Wangfujing Donghuamen snack street, which foreign tourists love to punch cards, has been shut down and transformed. The open-air barbecue has not been allowed for many years, and there are fewer and fewer civilian nightlife methods. On the other hand, high consumption at night has become a roadblock for ordinary people’s nightlife. Beijing has never lacked the legend of profligacy at night. Some WeChat official account once broke the news: In 2016, Wang Sicong threw 2.5 million yuan at KTV one night. Some people lamented: "I drank a house in Beijing’s East Fifth Ring Road."
Zhang Bairui, deputy director of the Institute of Urban Studies of the Beijing Academy of Social Sciences, told China Newsweek that in the past, night economy was a minority research field in the mainstream domestic economics and public policy fields. Some policy makers do not have a comprehensive understanding of the night economy, and often associate the night economy with specific consumption symbols such as bars, nightclubs and food stalls, and even have some negative associations.
But to some extent, the bar is an important indicator to measure the level of urban nightlife. "I have a story. Do you have any wine?" For many urban young people, "having a drink" is the sign of the beginning of urban nightlife.
The format of bars and nightclubs has also experienced ups and downs in Beijing, among which Sanlitun is the representative. The first bar in Sanlitun was officially opened in 1995, and "Sanlitun North Street", a street adjacent to the embassy district, became popular rapidly in just a few years. In 2002, a debate broke out on whether Sanlitun should be demolished, and the resulting "Sanlitun Bar Street Reconstruction Project" planned to "merge" the bar street with the original site of Sanlitun clothing market that had been demolished. However, this planned "sense of order" does not have much vitality. The original bar consumers soon gathered in another alley, and the "dirty street" quietly rose around 2005. But soon, Sanlitun North and South Street began to be rectified again. This time, it was positioned as a "fashion and cultural block". Many bars that had just obtained business licenses were forced to close because they did not meet the development orientation. Until 2017, another round of large-scale rectification made the "dirty street" completely withdraw from the historical stage.
However, with the recovery of night economy in various places this year, the night economy has also gone through the process of re-understanding. The latest research report of PwC Eliot’s "Night Economy Activates City" FUN Life "shows that: from an international perspective, night economy is very diverse. Localization and internationalization, tradition and trend, grounding gas and high night economy often have their own markets. For example, as the most dynamic economic and cultural center in the world and a "city that never sleeps" famous for its 24-hour subway, new york’s nightlife starts from culture. Whether it is the traditional center of Times Square and Broadway, or the East Village and Brooklyn where young people gather, the nightlife is rich and full of vitality.
The domestic night economy has also begun to show a diversified trend. 24-hour bookstores, museums, art galleries and Livehouse performance markets have begun to become the main positions for late-night consumption in Beijing.
At 9 o’clock in the evening, Zhao Qi crossed the busy Taikooli South District and flicker into Sanlian Taofen Bookstore, which is open 24 hours a day. Compared with the busy neighborhood outside, the bookstore is a bit deserted. Zhao Qi lives nearby. She just quarreled with her family in the evening. She has nowhere to go but to run into the bookstore. The 24-hour bookstore can always provide psychological comfort for some urban night returnees when necessary.
Chaoyang District Bureau of Commerce told China Newsweek that Sanlian Bookstore operates at night and is still losing money at present, but it is more for the sake of public service. In order to develop the night economy, Chaoyang District has built 150 24-hour self-service library, 4 city bookstores, and 2 street-level libraries to extend the consumption time.
In response to the development of Beijing’s night economy, the National Museum was extended to close at 9 pm every Sunday in summer from July 28th. Guobo’s attempt played a leading role. beijing museum of natural history, China Garden Museum and Beijing Guo Shoujing Memorial Hall all joined the "Museum Night" team.
In Zhang Bairui’s view, compared with other cities, the biggest advantage of Beijing’s night economy lies in culture and technology. The head of the Consumption Promotion Department of Beijing Municipal Bureau of Commerce told China Newsweek that no city in China has more cultural resources than Beijing. There are more than 160 museums, more than 50 art galleries, a large number of public libraries, private libraries, zoos and various historical and cultural attractions in Beijing, all of which are the blue ocean of "night economy" to be developed.
However, in Zhang Bairui’s view, Beijing still has great potential to enhance the value of culture and technology in the night economy. The index report of city night tour released by the New First-tier City Research Institute also points out: On the whole, the night economic development of cities is still in the primary stage, and there are few night activities and night tour places with different attributes, so there is still a lot of room for development.
The Dilemma of "Elephant Turning"
As the special status of the capital, Beijing has both special endowments and many constraints in developing the night economy.
Fang Xuhu, assistant general manager of Hu Da Restaurant, told China Newsweek that in July this year, the Guijie Chamber of Commerce, composed of Guijie merchants, and 36 merchants, planned to hold a "No Night Festival" during the summer peak hours to extend the business hours and attract more people to Guijie. In order to hold this event, the Chamber of Commerce needs to go to at least 10 departments including Dongcheng District Transportation Commission, Food and Drug Administration, and Emergency Office for filing and approval in advance.
But this plan was initially opposed by many departments. "Guijie Chamber of Commerce has no choice but to find feedback from Dongcheng District Bureau of Commerce. The Bureau of Commerce finally invited the district head to come forward and convened the heads of various departments to hold a coordination meeting to develop the night economy." Fang Xuhu recalled that after this coordination meeting, Guijie Chamber of Commerce clearly felt the reversal of attitudes of various departments, stopped unanimously opposing, and began to emphasize precautions and emergency plans, and then said, "We will cooperate with you, and you should regulate yourself."
Being in the political center, Beijing’s demand for order and stability is overwhelming. For a long time in the past, Beijing has invested a lot of energy in rectifying the appearance of the city. Open-air barbecues, nightclubs, bars, food stalls and other projects that are prone to potential safety hazards and frequently receive complaints about traffic, environmental protection and noise have become key management targets.
For several years in a row, Guijie Street has been the focus of rectification. At the end of March 2014, the urban management, public security, traffic control and other departments of Dongcheng District and Beixinqiao Sub-district Office jointly took action to dismantle the lanterns and light box advertisements that had been hung in more than 40 stores on Guijie Street for many years. In 2016, Guijie was selected into the list of "sparse function and population control" in Dongcheng District, Beijing, and then it was upgraded: the sidewalks were widened and greenery was added. No parking was allowed on the roadside, but it was concentrated in nearly 200 parking spaces around Guijie. Even, in order to improve hygiene, the melon seeds knocked by the guests were replaced with corn flakes.
Guijie Street has changed from the original "dirty mess" to a model dining street, and the transformation has been satisfied by the surrounding residents, but the merchants can’t hide their disappointment. Fang Xuhu remembers that in the winter of 2017, many shops in Guijie Street also suffered from the cold winter of passenger flow. Guests can’t park on the street, and the queue atmosphere of fireworks is lost. The business in Hu Da has dropped by nearly 50%. "Guijie Street is clean and tidy now, but the business atmosphere is not as strong as before." Some shopkeepers he knew could not bear to lose money, and they moved away after the contract expired, feeling that "Guijie is no longer the Guijie of the past".
The prosperous scene spontaneously formed in the past has been pulled back and forth in the repeated policies and criticized by many people as the root cause of the lack of vitality in the night economy. But for the management, "laissez-faire" is unrealistic and unacceptable. How to coordinate the relationship between tourists and residents, residents and businesses, businesses and the government tests the level of urban night governance.
A staff member of Chaoyang District Bureau of Commerce visited Shanghai and Chengdu, and he obviously felt that the "outward swing project" in these places was relatively open in management. Shanghai’s "outdoor display project" of night economy already has a set of mechanisms. The local commercial bureau can coordinate the streets and law enforcement departments and have a standardized access mechanism for night display, while Beijing is not so easy.
In the new round of night economic boom, how to explore more inclusive supervision methods has become a new topic that all localities must face. Chaoyang District Bureau of Commerce told China Newsweek that as one of the landmarks of "Night Capital", Sanlitun business district is conducting a pilot project of outward display, which is different from the disorderly state in the past, and has stricter norms on environmental protection and safety.
The development of "night economy" sometimes means that some governance methods in the past must be re-examined or even "adjusted back". The Bureau of Commerce of a certain district in Beijing told China Newsweek that this year, a coordination meeting has been held with various departments to explain the night economic policy to different departments, but many departments did not understand it at first. "Some street offices complain that in the past few years, it took so much effort to solve the small business hawkers and now let them out." After several coordination meetings, each department slowly understood the policy and appropriately liberalized the scale.
The assessment standards for some departments also need to be changed. The staff of the above-mentioned Bureau of Commerce told China Newsweek that Beijing has implemented "12345" as soon as complaints are received, and the government will regularly inform the streets and departments with lower rankings based on the response rate, settlement rate and satisfaction rate. However, the development of night economy may increase the complaint rate. Under such standards, the assessed units are under great pressure. "It is possible to be strict economically at night in order to fulfill their duties. Therefore, to develop the night economy, it is necessary to gradually improve the supporting contents such as assessment standards. "
"The development of night economy should be market-oriented, and the government plays an encouraging and guiding role." Beijing Municipal Bureau of Commerce told China Newsweek frankly.
Some scholars also suggest that the government should not only cultivate, but also get rid of excessive regulation that is not conducive to night consumption.

How do people with visual impairment and hearing impairment watch movies together?

How do people with visual impairment and hearing impairment watch movies together? On December 19th, the barrier-free version of director Jia Zhangke’s work "Swim until the sea turns blue" was shown in Zhangjiang Drama Valley. The narration clearly described the content of each picture segment. In addition to the subtitle description, sometimes there was a sign language interpreter in the lower right corner of the picture. The barrier-free film screening and micro-exhibition of "Light, Shadow and Love" co-sponsored by Shanghai Guava Culture Communication Co., Ltd., Shanghai Metropolitan Music Communication Co., Ltd. and Shanghai Yier Information Technology Co., Ltd. will open on the same day, and 18 barrier-free films will be screened in the whole city, including "Swimming until the sea turns blue", "Seventy-seven days", "Endless Climbing" and "There is her in the world", which will enrich the spiritual and cultural life of hearing-impaired groups and last for one month.

site of activity

There are nearly 100,000 visually impaired people in Shanghai, and the number of hearing-impaired and visually impaired people in China is about 2 to 1. The cultural and entertainment needs of these people are far from being met. "This barrier-free film screening activity has been enthusiastically registered among the hearing-impaired groups. Until this morning, some people asked if they could participate." Han Dongxue, founder and CEO of Shanghai Guava Culture Communication Co., Ltd. & Yier Technology, said that many people do not understand the entertainment needs of the hearing-impaired groups and the forms of obtaining entertainment content. Through this activity, I hope to spread the concept of barrier-free entertainment to the public.

The audience led the guide dog into the stadium.

Han Ying, the head of Shanghai Shadow Sound Barrier-free Film and Television Culture Development Center, was blind the day after tomorrow. She stepped onto the stage with the help of a guide dog. She still remembers the excitement when she first enjoyed barrier-free movies. "I thought I would be abandoned by the cinema in my life. I didn’t expect barrier-free movies to let me return to the cinema and find myself still living in the sun." Yang Zaishen, a senior sign language consultant of Shanghai Yier Information Technology Co., Ltd., is a hearing-impaired group. With the help of the translator, he told everyone, "I was busy until 1: 30 at night yesterday and heard that there was a screening event. Many hearing-impaired friends asked me to sign up. They were very curious about what barrier-free movies were and very eager to know the film information in advance."

Sign language interpreters are available at the event site to serve the hearing-impaired groups.

Sign language interpreters are available at the event site to serve the hearing-impaired groups.

"Hearing-impaired groups are also limited when watching movies. Although there are subtitles, some people have poor understanding of words and cannot understand the emotional transmission in the voice of the film. Sign language teachers will complete emotional supplement through their rich expressions and sign language to help the audience empathize. " According to Han Dongxue, barrier-free movies in Shanghai developed earlier in China. Compared with the barrier-free movie viewing project of Sunshine Love Cinema, which serves visually impaired groups, the barrier-free film and television projects of Guava Culture and Translated Technology are more focused on Internet communication and serve visually impaired and hearing impaired groups at the same time.

In this screening, Jia Zhangke and other directors maintained cooperation with the organizers. Because the film commentary usually has subjective understanding, when writing the commentary "Swim until the sea turns blue", the writer can directly ask Jia Zhangke, "Do you want to express these in this scene, and do I understand it correctly?"

Nowadays, many people with disabilities like Han Ying and Yang Zaishen have joined barrier-free film production, changing from beneficiaries to helpers. In the process of participation, Han Ying deeply felt the difficulty behind the production. Making a barrier-free version of a 90-minute film may take hundreds of hours of recording and creating tens of thousands of words of commentary. In less than two years, Yang Zaishen has participated in the production of 15 film and television works.

"They are both users and creators, and they can represent the voice of the group and have certain professional knowledge." Han Dongxue said that in the future, he hopes to invite more visually and hearing-impaired people to join the writing, recording, post-production and sign language picture production of barrier-free entertainment, and further connect with the market, so that the disabled groups can have wonderful and rich cultural consumption products to choose from and enjoy the latest and hottest film and television dramas.

In addition to screening activities, a micro exhibition of barrier-free movies will be launched in the near future, showing the origin and development of barrier-free movies and the situation of barrier-free movies in China. There will also be a barrier-free movie screening experience house and an interactive game area, where viewers can try how to "speak" movies in the form of sound and "watch" movies in the form of words.
